Hsinchu City Government Requests for Water Re-distribution; Taiwan Water Corporation Consents to Activate Project "From North to South"

Hsinchu City Government (HCCG) has been monitoring water quality for Hsinchu City citizens. Hsinchu City Mayor Lin Chih-chien requested Taiwan Water Corporation (TWC) to re-distribute the water supply again on March 19, and Chairperson of TWC Guo Junmin accepted the request and promised that TWC will start "From North to South" plan which will allocate 200,000 metric tons of water. Water usage in Hsinchu City is expected to be fully supplied by water from reservoir in 2020.
 
TWC stated Executive Yuan has included "2020 From North to South Project" into Foresight Infrastructure Construct and will provide $2.85 billion dollars to build 26.8-km-long pipe with the diameter of 1 and 1.5 meters to allow water re-distribution. TWC expects that water re-distribution project will be able to re-distribute 200,000 metric tons of water from Shimen Reservoir to Hsinchu area by the end of 2020; and residential water supply in Hsinchu area can then depend on reservoir water entirely.
 
Mayor Lin Chih-chien addressed to the issue of Hsinchu County Zhudon landfill may contaminate Touqian River, he emphasized that 70% of Hsinchu County’s wastes are incinerated in Hsinchu City Waste Incinerator which maxed out its capacity; Hsinchu City hopes to ease the waste issue in Hsinchu County but also anticipates Hsinchu County to prioritize their resource distribution on resolving Zhudong landfill waste issue.
 
Director-general of Hsinchu City Environmental Protection Bureau (HCCEPB) Jiang Shengren stated aside from requesting for stricter monitoring on water quality and water re-distribution, industries located on upstream should set up specialized pipes for waste water disposal to avoid draining waste water into Touqian River.
 
Director-general Jiang stated that Hsinchu City has 3 water purification plants and HCCEPB inspects raw and drinking waters of the 3 plants every 3 months. Subjects that are more difficult to examine such as dioxin and other heavy metal element contents are surveyed every year. HCCEPB affirmed that the central and the local governments have set up multiple quality checks along water supply chains, and so far the water supplies all deliver National Drinking Water Management Act standard. HCCEPB stated that they will continually monitor water supplies and ensure the water quality.
