As the Hsinchu City Government has been working hard to establish an integrated transportation network in the Nanliao area, after the completion and opening of the "Rong Bin Extension" of the Provincial Highway 68 in mid 2017, the "Nanliao Boulevard" is also completed and opens to traffic. Connecting the expressway, Provincial Highway 68, the road will head directly into the port area, and it helps reducing traffic congestion in the surrounding region.
"Changes can be achieved, as long as there is intention, as long as initiative is taken," Hsinchu Mayor Lin Chih-chien said. Pointing out that the road project had been pending for 14 years, Mayor Lin said that he was determinded to make changes in the Nanliao area, seeing that every weekend heavy congestion of vehicles made Nanliao Street and Dongta Road seem like parking lots. He expressed his appreciation to the full support of the Department of Public Works, for completing, in one and half years, the project, which had been pending for 14 years, demonstrating the Hsinchu spirit of braving the headwinds. He also expressed his gratitude towards the folks in the Nanliao area and the fishermen's association for their support and assistance, saying that the completion of "Nanliao Boulevard" is the result of multiple communications and problem solving.
Emphasizing that "facing problems and solving problems" is the working attitude of the Hsinchu City Government, Mayor Lin said, referring to the problem of wind-blown sand from the Xinyue Beach in Zhubei, the city government will coordinate and communicate with the Second River Management Office under the Water Resources Agency and the Hsinchu County Government, to conduct the Xinyue Beach sand protection project. The city government is setting up protection net against wind-blown sand along the Nanliao Boulevard and planting beach grass, as well as installing monitoring systems to control the situation and to promptly solve problems.
The project is subsidized by the Construction and Planning Agency under the Ministry of the Interior, which is also responsible for the design, planning and implementation. With the construction budget amounting to NT$121.7 million, the Nanliao Boulevard is approximately 810 meters in length, beginning at the crossroad of bridge section and Rong Bin Road of Provincial Highway 68 Extension and ending at Xing Kang North Road at the Hsinchu Fish Harbor. With a width of 18-20 meters, the road is designed to serve two-way mix traffic, with paths for pedestrians and cyclists and greenbelt.
Saying that he is the mayor who has implemented the leargest number of construction projects in the Nanliao area since Hsinchu City was separated from Hsinchu County, Mayor Lin stated that he has invested NT$1.1 billion for construction projects in Nanliao, including the Nanliao Sports Park and a planned 17-kilometer coastal line connecting the West Coast of Hsinchu and Hsinchu Fisherman's Wharf. With the Nanliao Boulevard opening to traffic, after 14 years of waiting, the economy and tourism of the Nanliao area will benefit tremendously,he added.
