In response to the impact of the COVID-19 on the domestic art and cultural industry and to assist art and cultural workers to overcome their difficulties, Mayor Lin Chih-Chien emphasized that he hopes to support the local art and cultural industry to surmount obstacles with practical actions and cooperation. In addition to actively cooperating with the Relief Package 4.0 for the Art and Cultural Industries hosted by the Ministry of Culture, the Hsinchu City Government has also introduced a series of generous measures.
To encourage local art and cultural workers to submit an online exhibition or performance proposal, subsidies are provided to performances, exhibitions, seminars, and other implementation plans or proposals. To help the local art and culture teams continue to operate, the proposal should be presented in the form of an interactive online event; furthermore, the maximum subsidy for every proposal is up to NTD$20,000.
At the same time, to alleviate the pressure of operating contractors of the Cultural Affairs Bureau's venues, the Government has exempt the rents and royalties for those who closed venues according to government restrictions during the pandemic period. In addition, those who lost income due to the pandemic will be given postponed rents and royalties payments as well as extended leases. The local performance teams who pass the art activity review in Hsinchu City will be granted a rent-free schedule. For those from other counties and cities, a rent-free schedule will be granted for non-profit performance while the rent for profit performances will be halved. For art and cultural groups who apply for Cultural Affairs Bureau subsidies, the self-funding ratio limit will be canceled.
The Cultural Affairs Bureau stated that the Relief Package 4.0 for the Art and Cultural Industries hosted by the Ministry of Culture is divided into subsidies for natural persons and businesses. Art and cultural workers with the nationality of the Republic of China who are self-employed or have no fixed employer are eligible for application. If the worker’s contract or agreement is affected by the pandemic, regardless of whether the worker participates in social insurance such as labor insurance or not, the worker can apply for a subsidy of NTD$30,000 per person. For businesses, there are three types of subsidies, including "Various types of arts and cultural businesses," "businesses with a 50% reduction in turnover," and "businesses that are closed by the order of the Central Government and pay their employees less than the minimum wage." Any registered legal person, unincorporated group in the Republic of China, or company (studio) held by an owner with the nationality of the Republic of China can apply for one type of subsidy according to the affected situation.
