Y.L. Lin Hung Tai Education Foundation donated 5 units of "Lucas Chest Compression System (LCCS)" to Hsinchu City Fire Bureau (HCFB). LCCS is light to carry and has simple operation steps. In order for CPR to have better efficiency and improve the survival rate of people under OHCA (Out Of Hospital Cardiac Arrest), all front line ambulances are already equipped with LCCS. Hsinchu City Mayor Lin Chih-chien approves the efforts that firefighters have put into their life-saving works and wishes that front line firefighters are able to utilize fire equipment to protect the citizens.

Director-general of HCFB Li Shigong states that the fire department branches in Hsinchu City already received 5 LCCSs from the public since 2015, and the LCCSs had been distributed to Nanliao Branch, Chaoshan Branch, Buding Branch, Minghu Branch, and Zhuguang Branch. 5 LCCSs from the donation this time will be distributed to other 5 fire department branches. Furthermore, Hsinchu City is the first city in Taiwan that every front line ambulance has LCCS installed on it.

The rescue instructor Yan Chengjun states that LCCS is used for people under OHCA. The type of the compression is electrodynamic. The frequency of the compression is 102 times per minute and 5 cm to 5.6 cm deep each time. LCCS also has two different modes, successive compression and 30:2 (2 breathings every 30 presses). LCCS is waterproof, and it does not have restriction on user's weight. It is applicable for people with maximum chest width of 45 cm, and it can also be used with AED (Automated External Defibrillator).

The chief of Hsinchu City Fire Bureau Emergency and Rescue Section states that LCCS has many advantages. First, it gives precise compression which reduces the amount of rescue works. Second, LCCS can be assembled within 10 seconds. Third, LCCS weights 8.5 kg which is easy to carry compared to other equivalent devices. Fourth, LCCS improves successful rescue rate such that it can continuously run for 45 minutes which avoids the interruption of CPR while moving patients.

Hsinchu City Government has invested $79.88 million funds to purchase aerial ladder trucks, smoke ejector trucks, fire guard cars and other life-saving equipment. The City Government also prepared $350,000 dollars to replace old fire coats to new coats that are waterproof and have enhanced light-reflection designs such that firefighters can be more comfortable and recognizable under rainy nights. Additionally, manning quotas of HCFB had increased from 262 to 306.
