Hsinchu City Mayor Lin Chih-chien actively promotes Long-Term Care (LTC) 2.0 and collaborates with private organizations to plan various long-term care services to better serve the elderly people who have difficulty moving or have disabilities. Hsinchu City has launched LTC Transport service and so far the service has served over 98,000 person-times. Mayor Lin stated that considering the need of elderly with disabilities to have emergency treatment during night time or holiday, Hsinchu City Government collaborated with 2 taxi companies and launched an elder transportation service with reasonable price and runs 24 hours a day, 365 days a year; creating a long-term care system that is findable, usable, seeable, and payable.
The driver of the LTC Transport is a single father with 2 children. He urged himself to provide the best driving service so that the elders can reach their destination safely and comfortably. He stated that many of the elderly with disabilities have problems such as cervical spine surgery, osteoporosis, spinal cord injury, or other issues that their bodies couldn't withstand the inertia caused by breaks or big turns. He has to pay extra-attention to speed, turning, break, and other details while driving.
Mayor Lin stated that Hsinchu City Government launched transportation service for elderly with disabilities in 2008, and he improved the service quality after he became the City Mayor. He upgraded the wheelchair lifting device and wheelchair holding straps on the transport vehicle to reduce the physical pressure on the long-term care assistant and provide a safer ride for the elders.
Hsinchu City Public Health Bureau stated that for the elderly with disabilities who is in between the age of 50 and 65 and has his or her household registration registered in Hsinchu City, has the need to attend to medical service or rehabilitation, is able to apply for the LTC Transport Service. The service is applied through Hsinchu City LTC Administrative Center. Once applied, LTC will send their people to applicant's place to evaluate their qualification. Qualified applicants are able to enjoy LTC Transport Service and transportation subsidy. Each person could have at most 8 rides subsidized per month.
